Please go to EP --> New Security Portal --> PC/Mobile Security --> Privacy-i DLP --> Type of Authority: File Upload.

-To upload files from requested URL.

* Please be specific on Description as some Users get denied because they weren't specific on intention of use.

If you cannot access the External Website:

Please go to EP --ITS --> Website and Messenger blocking --> Non-business Traffic Blocking/Open Request.

These two requests will allow you to excess External Website and upload documents.
