Please find the IAM system User Instruction Guide on how to create a Partner User account for your reference. 

Step 1- Review the step by step Instructions and follow the instructions on page 12 to get into Next IAM system 

Step  2- Follow the instructions on page 19 for Creation of ID.

Once the ID has been created and approved (usually within 24 hours), you will have to register the ID as per page 13.
